Discoms are the weakest link in the power chain with poor payment records hurting power generation firms as well as putting stress on the banking sector. In June 2022, MoP notified the Electricity (Late Payment Surcharge and Related Matters) Rules, 2022 which introduced a robust late payment surcharge mechanism in order to infuse discipline into discoms. Discoms that defaulted were also barred from buying or selling power in the power exchanges. This prompted discoms to clear outstanding dues.
The Discoms have undertaken extensive network augmentation resulting in 30-40% reduction in feeder tripping. They have deployed Optical Character Reader (OCR) for error-free billing and set up over 2000 Fuse Call Centres for customer service in rural areas.
TP Discoms have also implemented a comprehensive women empowerment programme, Abha Shakti, for members of Self Help Groups (SHGs). The scheme equips them with digital literacy and power management skills. This has helped them become social change agents in their communities. Moreover, the Discoms are offering rooftop solar installation and solar pumps to consumers in Odisha.

BHUBANESWAR: To improve cash flow of discoms during lockdown period and to encourage consumers to clear dues, the state power distribution companies have been asked to provide a special rebate for two months. OERC has directed CESU, WESCO, and Southco to provide the rebate for all LT consumers who pay their current electricity bills including arrear during April and May.
